Who was the Minister who said that 3D stands for Dirty,  Dangerous and Difficult? He was talking that 3D jobs are fit for foreign workers. Locals should be above this category and should seek for esteemed jobs in blue or white collar sphere. 

If such is the case the Minister is not reducing joblessness among locals. Little he realise that among the highest paid workers in what he would term as 3D in the oil and gas fields/rigs. 

He just like to coin new words or meanings  trying to make a scene but sounds stupid. Wait after PRU14 he will be looking for a new job.
